A Significant Change in the Calculation of Handicaps

The World Handicap System (WHS) was updated in 2024 by The R&A and USGA, and the Malaysia Golf Association (MGA) has strongly recommended that all clubs adopt the new WHS Guidance Document for Club and Corporate Competitions.

Starting November 2025, RSGC will officially implement these updates in our competitions. To help Members, the MGA held a special WHS Roadshow at RSGC on Saturday, 27 September 2025, where key changes were explained.

Here’s what you need to know:

 

1. HANDICAP ALLOWANCES

In the past, most competitions used 100% of a player’s Course Handicap. Under the new guidance, a percentage allowance will now be applied depending on the format of play.

This change ensures a fairer competition field, particularly in formats where certain handicaps or team structures can create an advantage.

 

TERMS OF COMPETITION

MGA is recommending that all its Terms of Competition (TOC) for net golf competitions include the following statements to ensure an equitable playing field:

i. Handicap

All players in the tournament must obtain a WHS handicap index by joining a golf club or by affiliating themselves directly with MGA. Examples: affiliating with MGA GoGolf.

ii. Handicap Eligibility

Only players with a proper WHS Handicap Index with active handicap score submission (at least four scores in the last six months) are eligible to participate in the tournament. Those without score submission for the last four months should play scratch handicap of 0 or their lowest Handicap Index.

iii. Handicap Index

Withdrawal The MGA WHS Handicapping Committee reserves the right to withdraw a player’s Handicap Index (WHS Rule 7.1c) if a player deliberately or repeatedly fails to comply with the players’ responsibilities under the Rules of Handicapping.

iv. Maximum Handicap

The Tournament Committee reserves the right to limit the maximum handicap for entry into a tournament and has the right to set the maximum Playing Handicap for the tournament.

v. Divisions or Category

To cater for large handicap differentials between players in a tournament, it is recommended that the tournament is divided into multiple categories or divisions to ensure more equitable play. Example: 0–12 Handicap in Division A, 13–18 in Division B, 19–28 in Division C, and, if required, Division D from 29 to 36.

vi. In the event of tie, in all net event competitions, the winner on countback should be based on the following criteria:

a. The player with the lowest handicap.

b.In the event of further ties, the countback should be on scores of the mode of play from the last 18 holes, 9 holes, 6 holes, 3 holes, and the last hole. Further ties will be decided with a toss of a coin.

vii. Handicap Allowance

Handicap allowances are designed to ensure equity in different formats of play over 9 holes or 18 holes. The following sets out the recommended handicap allowances to be used in all golf tournaments in Malaysia.

2. EXCEPTIONAL SCORE REDUCTION (ESR) ESR

ensures that when a player returns a score much better than their current ability, their Handicap Index adjusts more quickly.

 

HOW IT WORKS:

• If your Score Differential is 7–9 strokes better than your Index reduction of –1.0.

• If 10 strokes or more better reduction of –2.0.

• Reductions are applied automatically and cumulatively if more than one exceptional score is recorded.

• The adjustment affects your most recent 20 scores (or all scores if you have fewer), so the effect remains for a while but gradually dilutes as you post new rounds.

• The Handicap Committee is notified when multiple reductions are applied or a –2.0 reduction is triggered and may override if necessary.

3. TOURNAMENT GUIDANCE

This section of the MGA Guidance Document explains how handicaps should be applied in official competitions at the Club.

• Ensures that consistent rules are followed in every RSGC event.

• Prevents confusion about whether to use a Course Handicap, Playing Handicap, or allowance.

• Brings RSGC in line with other MGA-affiliated clubs so that all competitions are conducted on equal terms.

 

Why? ESR keeps handicaps fair and accurate by preventing players from holding inflated Indexes after an unusually low round.

• Fairness on the Course: Whether you’re playing Strokeplay, Stableford, or team formats, everyone now competes on a level playing field.

• Handicaps You Can Trust: Your Index will reflect your real ability more closely — no more inflated numbers after a lucky low round.

• Same Rules Everywhere: RSGC joins other MGA clubs in using the same guidance, so competitions are consistent wherever you play.

• No More Guesswork: Members will see exactly how handicaps are calculated and applied, making every competition clear and transparent.

MOVING FORWARD

These changes will take effect at RSGC competitions starting November 2025. We encourage all Members to familiarise themselves with the new system and to ask questions if in doubt.

By adopting the MGA WHS Guidance Document, RSGC continues to uphold its traditions while keeping pace with international best practices in golf.
